Inmate Death Investigation

Update:

Following the medical emergency this morning, Mr. Sterling Lee Lyons, II, 39, was pronounced deceased at the hospital. Mr. Lyons was booked in the Norfolk City Jail on March 3, 2023 and was charged with 18.2-248.1 - PWID marijuana 5lbs or more, and 18.2-256 - conspiracy to distribute marijuana. Next of kin has been notified.


Original Release:

On February 3, 2025, at approximately 7 a.m., deputies working in the Norfolk City Jail responded to a sudden medical emergency involving a male inmate who appeared to have collapsed in his cell. Deputies immediately called for medical staff to assist and began first aid efforts. Norfolk City Jail medical staff responded and provided medical aid until EMS arrived and took over. The inmate was transported to a local hospital by EMS personnel where he was pronounced deceased.

The inmate, whose identity is being withheld until next of kin notification is complete, has been at the Norfolk City Jail since March 2023.  

The investigation into the circumstances of the incident remain ongoing, but the preliminary investigation reveals the inmate suffered what appears to be a medical emergency while inside the Norfolk City Jail. No foul play is suspected.

The safety and security of those in our custody is always our top concern.  The Norfolk Police Department were alerted and will investigate the incident, which is standard procedure. The incident will be reported to the VA Department of Corrections as required by law. The official cause of death will be determined by the Office of the Chief Medical Examiner in Norfolk.
