Inmates Charged After Drugs Confiscated

On Wednesday evening, November 5, 2025, a Norfolk Sheriff’s deputy and four Norfolk City Jail inmates were inside Norfolk City Jail compound dumping trash when a deputy inside the jail monitoring cameras noticed a subject outside the jail compound fence drop a package inside the fence, behind a dumpster. One of the inmates quickly retrieved the package. The deputy in the compound with the inmates could not see the package drop, but the deputy monitoring the cameras quickly notified the deputy on the ground. The Norfolk Sheriff’s Office Security Threat Unit was notified, and a search led to the recovery of a package containing a significant amount of cocaine and suboxone. The Security Threat Unit determined the delivery was pre-planned to coordinate with the inmates being in the compound dumping trash.

The investigation into this incident continues. At this time two inmates have been charged, an arrest has been made, and warrants are pending for another subject who was involved in the delivery.

Inmate Arthur Schmidt has been charged with Conspiracy to Deliver Drugs to Prisoners, and a Norfolk City Jail Disciplinary Violation. Inmate Antoni Hoke has been charged with Felony by Prisoner (Possession of Schedule III drug, suboxone), Possession with Intent to Distribute Cocaine, and several Norfolk City Jail Disciplinary Violations.

On November 18, 2025, Robert A. York was arrested in Virginia Beach and charged with Delivery of Drugs to Prisoners and Possession with Intent to Distribute Cocaine. He is currently being held at the Virginia Beach Correctional Center. Additionally, warrants have been secured for 43-year-old Angelica Castro for Conspiracy to Deliver Drugs to Prisoners. Ms. Castro is not currently in custody.

This case is being investigated by the Norfolk Sheriff’s Office Security Threat Unit.
