Sheriff Baron presents VSI Scholarships to two outstanding Norfolk residents


NORFOLK, VA— Sheriff Joe Baron is proud to recognize two outstanding Norfolk residents pursuing college degrees by presenting them with The Virginia Sheriffs’ Institute Scholarship.

These scholarships support Virginia residents pursuing a degree in criminal justice at a Virginia College or University.

  • VSI FosterDeputy Rachel Foster is pursuing a degree in Criminal Justice and is currently enrolled in Liberty University. Rachel is a resident of the Berkley area of Norfolk, and is on the Dean's list. She has been employed by the Virginia Beach Sheriff's Office since 2011. At the VBSO Rachel is a General Instructor, Field Training Officer, Emergency Vehicle Operations Instructor, Defensive Tactics Instructor and has been Deputy of the Month twice. She was on the Crisis Negotiation Team for about five years. She is currently assigned to the Classification/Intel Division and wants to use her education to assist her co—workers and her community.


  • VSI CameronCameron Hughes wants to major in Forensic Science and will be attending the University of Virginia. Science and Biology have been her favorite subjects in school and she wants a career in law enforcement specializing in forensic science. Cameron also plays the cello in her school orchestra and has been a member of the National Honor Society since 10"‘ grade. She does volunteer work through her church and helps in the soup kitchen. Cameron is a member of Granby High’s academically rigorous International Baccalaureate Program and is ranked 58"‘ in a class of 411. She spends a great deal of her time performing with the NPS Strolling Strings program. Her school counselor, Heidi Kirby, said in over 20 years of working with students, Cameron is unique and rare in her ability to juggle her academics with her extracurricular activities in a remarkable manner. Cameron's father is employed by the Newport News Sheriff's Office.

Full time students are awarded $1,000; part time students are awarded $500 scholarships. In total, VSI awarded 93 scholarships totaling $91,500 to deserving individuals across the Commonwealth.
