On March 3, 2023, Master Deputy S. O’Brien was working inside the Norfolk City Jail when a call came over the radio about a citizen unresponsive in the lobby of the Public Safety Building. After hearing the call, Master Deputy S. O’Brien and Sgt. Doyle responded to the lobby where they found a male slumped over in a chair. Master Deputy O’Brien noticed the man’s shallow breathing and administered Narcan. After continuing to monitor his breathing, Master Deputy O’Brien called for a medical support from the Norfolk City Jail and administered a second dose of Narcan. A nurse from the Norfolk City Jail arrived and saw the male’s breathing continue to slow, instructed Master Deputy O’Brien to administer a third dose of Narcan.
