Payroll & Benefits Coordinator

The Norfolk Sheriff’s Office looking for a highly energetic and organized candidate to work in the Human Resources Office. This position will perform payroll accounting functions, administer employee benefits, provide a wide range of wellness health-related programs and services, update/maintain employee personnel file, track applicant applications, and assist with the Recruit training/testing process.


Salary Information
  • This is a full-time position; Salary range is $38,940 – $62,304
Duties
  • Prepare, generate, and edit bi-weekly payroll transactions for submission to the City of Norfolk. Audit timesheets for proper completion and accuracy.  Ensure overtime, holiday accruals, terminal leave payout, and special pay supplements are properly applied to employee’s paychecks. Verify hours worked.
  • Ensure a timely and accurate payroll output under strict payroll deadlines.
  • Interpret, apply, and explain payroll and Human Resource policies and procedures to employees, supervisors, and others
  • Advise supervisor and timekeeper regarding payroll issues and monitor time sheet changes. Answer questions and resolve payroll and absence management issues and concerns.  
  • Make necessary corrections to absence requests.
  • Scan, file, update and maintain employees’ personnel files and employee records through Workforce Ready and PeopleSoft.
  • Generate personnel actions for new hires, promotions, demotions, name change, state withholding, etc.
  • Advise new and current employees on benefit-related issues or concerns. Assist employees with payroll or benefits questions during New Employee Orientation (In-Doc) and annual Open Enrollment of Benefits.
  • Work with hiring managers to create and update job descriptions.
  • Screen and evaluate applicant qualifications and track applications to see if candidate meets qualifications. Check for needed corrections, completion of application, or if required documents are submitted.
  • Assist with new hire testing.
  • Provide leadership to the Wellness Program for NSO, developing, and establishing measurable objectives and program content with employee wellness interest and needs. Conduct surveys to determine employee interest in wellness and fitness program.
  • Plan and implement employee fitness programs, campaigns, and challenges.
  • Provides a wide range of health-related programs and services. Offer individual support or counseling in overall wellness or nutrition. 
  • Monitor program budget and assure appropriate expenditure of funds with detailed record keeping.
  • Develop creative program materials, including promotional items, and communicate clearly and effectively employee wellness opportunities through multiple venues, such as developing and maintaining write-ups in the NSO newsletters.
  • Generate reports from Workforce Ready and queries from PeopleSoft.
  • Assist in preparing procedural documentation.
  • Complete verifications of employment and other documents related to benefit enrollment and cost.
  • Reset Workforce Ready and PeopleSoft passwords.
  • Must keep meticulous records and have exceptional attention to detail, problem solving, and analytical thinking skills.
  • Work environment will normally be in an office setting outside the correctional facility, however, there may be occasional needs to perform duties inside the correctional facility, which may result in direct contact with inmates.

 

Requirements
  • Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two-year Associate Degree, diploma, or equivalent from a college/technical/ business/vocational/correspondence school or equivalent work experience.
  • Between two and four years of experience in Business Administration, benefits and information systems, or relevant role is preferred.
  • Valid Driver’s License.
  • Work requires the ability to read minutes, various reports, memos, letters, instructions and financial statements, policies and procedures, compensation plans, ordinances, verification of employment requests, technical manuals, training manuals, system documentation, and management correspondence.
  • Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division, including basic statistical computation of data and percentages as well as budget preparation and calculations.
  • Work requires the ability to write business workflow documentation, training manuals, and procedures.
  • Work requires analysis and judgment in accomplishing diversified duties. Work involves choices of action within limits set by standard practices and procedures. Professional judgment is required to apply the proper course of action.
  • Contact others within the NSO organization, works with individuals outside NSO who may belong to professional or peer organizations, working with various state and federal agencies may also be required. Vendors and suppliers may also be called upon for information on purchases, supplies or products. Meetings and discussions may be conducted with customers, brokers and sales representative.

 

Automatic Disqualifiers

The following will cause the processing of the applicant to be immediately discontinued:

  • Criminal Record:
    • Conviction of any felony.
    • Conviction of driving while intoxicated or under the influence of a controlled substance (within three (3) years).
    • Conviction of any charge of domestic assault or violence against a family member.
    • Conviction of a misdemeanor involving moral turpitude (i.e., larceny, embezzlement, perjury, etc.).

  • Driving Record:
    • Current driver’s license suspension.
    • Driver’s license suspension within the last twelve (12) months.
    • Conviction of a misdemeanor hit and run.
    • Extensive traffic violation convictions exceeding minus five (-5) DMV demerit points.

  • Drug Usage:
    • Use of heroin, cocaine, or illegal hallucinogen within the past five (5) years
    • Use of heroin by injection at any time.
    • Any substantiated illegal act other than use (i.e., sale, manufacture, etc.) of any narcotic, controlled substance, or dangerous drug, as defined by State and Federal Law, except marijuana.
