HRRJ Hires New Assistant Superintendent

LindaBryantBeginning Tuesday, October 11, Linda Bryant will officially take over the role of Assistant Superintendent of the Hampton Roads Regional Jail. Her role will focus on professional standards, investigations, and compliance.

Linda is no stranger to Hampton Roads or public service. As a Hampton Roads native, she is passionate about returning home and turning the HRRJ into a best practices institution. Linda began her career in the U.S. Army as a JAGC officer and lawyer stationed at Fort Eustis in Newport News, providing legal services to soldiers and their families. Later in her career at the Norfolk Commonwealth’s Attorney Office, she rose through the ranks to become a Deputy Commonwealth’s Attorney, where she was responsible for handling and ultimately supervising the Mental Health Court Dockets, the Re-Entry Court Dockets, and the Drug Court Dockets. Her leadership and ability to build coalitions to solve criminal justice problems led to her selection as chairperson of the Norfolk Criminal Justice Board and co-chair of the Norfolk Domestic Violence Fatality Review Team. For both, she led a team of community stakeholders to devise solutions to improving the city’s coordinated response to public safety matters. In 2013, as a result of the efforts of the team, Norfolk was awarded the “Safe in Our Communities Award” for its demonstrated best practices in its systems responses to domestic violence. While a Norfolk Deputy Commonwealth’s Attorney, Linda was recognized by her peers throughout the state and awarded the following: “Leader in the Law,” “YWCA Woman of Distinction Award,” and “Distinguished Prosecutor for Juvenile and Domestic Matters.”

In January 2014, Linda left Hampton Roads and went to Richmond after being appointed to head the largest division in the Office of the Attorney General, the Criminal Justice and Public Safety Division. Her duties there included overseeing nearly 200 attorneys, investigators, and support staff responsible for providing legal advice to all public safety agencies in the Commonwealth, to include the Department of Corrections, the Department of Juvenile Justice, the Virginia Parole Board, and the Virginia Board of Corrections.

In addition, her responsibilities included overseeing the Health Care Fraud and Elder Abuse section. Additionally, she was responsible for investigating and prosecuting health care fraud, abuse and neglect within the Commonwealth. Under her leadership and working with local, state and federal investigative partners (e.g., Dept. of Health and Human Services, U.S. OIG, IRS, Dept. of Labor), the section investigated and successfully prosecuted hundreds of companies and individuals in the areas of nursing home and rehabilitation fraud, mental health support services fraud, consumer directed fraud, pharmaceutical fraud, and patient abuse and neglect. One such case involved investigating and successfully prosecuting, for the first time ever, a national nursing home chain for violating federal racketeering (RICO) and money laundering laws, and causing residents to live in neglectful conditions.

Under her leadership, the Health Care Fraud and Elder Abuse section received the United States Inspector General’s Award for Excellence in Fighting Fraud, Waste, and Abuse and stepped up efforts to utilize registered forensic nurses to further investigate cases in health care facilities and homes.
